Job Description (JD):

Tender Review & Planning

  • Analyze and interpret tender documents including Client requirements, material specifications, and project schedules.
  • Prepare a checklist of required technical and financial submittals with target dates and assigned team members.

Team Coordination

  • Assign responsibilities to estimators, cadet engineers, and AutoCAD operators.
  • Monitor progress to ensure tasks are completed on or before the target dates.

Site Inspection & Pre-bid Activities

  • Attend site inspections and pre-bid meetings.
  • Gather relevant site and logistical information to incorporate into the bid.

Technical Preparation

  • Develop the construction methodology and project schedule.
  • Ensure the methodology and schedule are reviewed and approved by the Assistant Manager for Bids & Estimating and the AVP for Construction Operations.

Cost Estimation & DUPA

  • Supervise the preparation of detailed cost estimates and Direct Unit Price Analysis (DUPA).
  • Review and finalize the complete cost estimate before submission.

Bid Clarifications

  • Prepare and submit Requests for Information (RFIs) or clarifications to the client as needed.

Proposal Finalization & Submission

  • Present the technical and financial proposal to the Estimating Manager and upper management for review and approval.
  • Compile and submit the signed final bid package before the official deadline.

Documentation & Handover

  • Maintain records of all bid documents, estimates, and submitted proposals.
  • Ensure proper turnover of documentation to the project team upon award.

Job Qualifications (JQ):

  • Education: Bachelor’s Degree in Civil Engineering or related field.
  • Licensure: Licensed Civil Engineer

Experience:

  • Minimum 7 years of experience in construction estimating, with at least 3 years in a senior or lead role.
  • Proven experience preparing and managing large-scale bid proposals.

Technical Skills:

  • Proficiency in cost estimation software (e.g., Candy, CostX, or similar).
  • Advanced MS Excel skills and familiarity with AutoCAD.
  • Knowledge of local construction standards, materials, and pricing.
